Do I need a preamp for 8040B?

I recently purchased a pair of 8040B and drive it with Weiss DAC2.
Since there's no volume control on Weiss DAC2, I control the volume on my computer.
So basically, it's a PC Hifi system I'm building.
My my question, do I need a preamp for my 8040B?
Because somebody told me it's not safe to connect speakers directly to DAC, there's a great chance the speaker's built-in amp will be blown out without a preamp.
In my understanding 8040B have built-in preamps, right?

By the way, I have another question here.
Is it harmful for the speakers to be at full volume?
I'm asking this because I forgot to turn down the volume the first time I connect it to the DAC, so my 8040Bs stays at the maximum volume for a few seconds before I turned it down.

Your configuration is absolutely fine and there is absolutely no reason to worry about it. You won't blow off your speakers, they have some protection features.
A Pre-Amp is not necessary, you have your PC - that's ok. And No, the speakers have no pre-amps but power-amps. Another No for your concern whether it might be hamfull if your speakers are trimmed to full volume.
